XP/BP battles are available in the "Battle list" that you unlock after reaching Warrant Officer 1.

As far as I know, this isn't known to the public, but maybe something can be found on the Alternativa website.
Hazel (Opex-Rah/Semyon Strizhak) is the lead game designer (the one who makes new updates), but I don't think he controls the whole company.
