I often see that the battle timer is stopped and battle does not finish will this be ever fixed?

Is your internet speed low?

If you take more than 2 minutes to enter the game it will easily say removed from battle due to inactivity. This mostly happens if your internet speed is down. So I think you should obviously use the tanki client.

So now low rankers can only create 15 minute battle .-.
