Yes, it will. There are no registrations required. You just have to make an amount of kills which meet any of the 3 tiers mentioned in MatchMaking Battles and you'll get the prize for the amount of kills you did in 48 hours.

If someone is breaking any of the game rules such as sabotage, hacking and others you can report the user using the vote option. A Battle Moderator will get into your battle and spectate the reported player to check if anything is alright and if multiple players from the same battle will vote the same player the chance of a mod getting is faster is higher. After the checks, actions will be taken against the reported player if has been seen that the player is breaking the game rules or not.

I don't know what you mean by free, I guess that you're trying to say that it's pretty easy. Well, if you're thinking that let me tell you that you're wrong. A lot of checks are done before taking someone as a spectator and the most important thing is that the spectator group needs is someone with creative and good quality content not someone who will just copy other youtubers for example making RTL gameplays #999 If someone has those and a good behaviour, the response that he will receive might make the applicant happy. ;)

TankiOnline is from Russia, most developers are from there and they talk Russian. I believe as the had to give an explanation of the situation as soon as possible to the community they just recorded it with Russian commentary with no English voiceover. However, you can still check the subtitles to get an English translation or just check out the short summary which is written in the post.
