When a new feature gets added, it's important to check how it works with every existing thing in the game. So for example when Ares was added, all other hulls were also available on the test server because the goal was to check how different hulls interact with one another, and whether anything is broken. Sometimes some of the features on the test server are limited. For example, when the friends system was being tested many years ago, players didn't get millions of crystals and high ranks to buy equipment, because it was not necessary for testing the friends system.
