Here's why: this is likely a normal distribution of damages, so you basically have an infinitesimal chance of getting 1 damage or getting the maximum value as such numbers are pretty far away from the mean, meaning a high z-score and a very low chance of receiving those values. (Or a very high chance of receiving a value other than the max and min)
However, it is possible to get something that is fewer standard deviations away from the mean, given that the z-score is lower and that you have a higher chance of receiving a value around that range, such as something that can almost one-shot or a two-digit number.
