The developers changed the battle score to experience gained ratio to help people gain more resources (such as crystals and supplies) before ranking up so they can meet their equipment requirements at that rank. So basically, you rank up slower than before, as actions like killing don't give as much exp as before. Premium does increase your exp gained per kill (and other actions) but due to the decrease mentioned above, it finally equates approximately to the battle score you earn.

Well, some people think that players actually enjoy completing difficult missions, even if they don't give any particular increase in rewards. At least that's what I think was the response to my suggestion.

"Clever" is not the word. Any kind of a buff to something, that is already hanging at the edge of a cliff and rocking about the point of balance, would send it right down into to the valley of chaos. The only way for this to be clever would be an alteration of OD characteristics, and not a straightforward buff. Such as 30% damage nerf to Wasp's Nuke to balance out a 10% increase in radius. (The values may change but would still be this way 'cuz a 10% damage decrease won't affect it much, it would still kill everyone in the radius). But, the thing is, drones aren't meant to provide alterations but actual buffs, which is certainly not needed in this case.

I feel Overdrives are quite balanced generally in the current scenario and there are only a few tweaks needed to prevent exploitation of some ODs or to increase their usefulness (not power).
