Events and contests are discontinued and will not come back anymore. I do not dare to explain as I am not completely sure of the reason, but I think it had to do with the number of participants being too low. 
Perhaps @Marekos1111 and @Alfi can tell more about it, since they were responsible for organising such contests.

For a complaint about a chat moderator you should contact the corresponding chat administrators (see link). If you have an actual complaint about a chat administrator, you should contact one of the head administrators or the community manager. 
There is a section on the forum with all helpers' positions and corresponding helpers and administrators. Best is to have a look at that first if you have further questions. 
 
 

Supplies cannot be activated unless a drone is equipped. Drones are a new type of gear that enhance the power of supplies and in most cases provide a statistical or mechanical boost for your tank (see this page). 
Drones tend to be expensive in usage and upgrading, so best is to pick a cheap drone. Your best choice is the Brutus drone (1000 crystals upon purchase, 300.000 crystal for upgrading it to max. level). 

The supplies Boosted Armor  and Boosted Damage  grant a specific boost to your tank. Normally Boosted Armor boosts your tank's armor by 33% and Boosted Damage increases your damage by 50%. 
However, when having equipped a drone these percentages become larger; the more micro-upgrades your drone has the bigger the supply-boosts become. A maxed drone allows Boosted Armor to reduce 50% of incoming damage and Boosted Damage to deal 100% additional damage. 
Every drone shares this mechanic, but most drones also have additional abilities that benefit the player in combat (see Drones). The only drone that does not have a special ability is Brutus, this drone merely increases the supply-boosts. However, Brutus is the cheapest drones costing only 1000 crystals, plus Brutus is twice as cheap regarding micro-upgrades. An additional benefit is that, in contrast to all other drones, Brutus does not consume any batteries. 
Because of its simple mechanics and relatively cheap prices regarding upgrading and maintaining, Brutus is a perfect drone for beginning tankers and players that do not want to spend a fortune on drones.
