YT stream was embedded in the news tab ingame and it seems it was running even without the news tab opened, so you would have to open it and stop it manually. I think it could be considered a bug.

The server seem to indeed be stable now, but I think the developers want to first be sure that everything is all right before making an official announcement.

There have been outages on the sites and also several bugs going on. I am actually not aware that anyone received their rewards yet, except for very few exceptions.
We will need to wait for an official statement regarding the issue.

The system where you could upgrade your equipment directly to the highest modification available was changed with the update #586.
The current system requires you to buy each modification successively, until your desired modification is acquired.

The main reason, as said by everyone, is that it makes it easier for low rank people or new players which generally tend to Micro-upgrade as soon as possible without thinking of just buying the modification directly, But this update made it difficult for players which already have 7/8 or 9 Micro-upgradation of a specific in-game item. Developers specifically gave time to High rank players to upgrade their equipment between that duration, unfortunately, the problem you experienced is the downside of this update and nothing can be done except to buy the full modification.
