Just to add to what Spektrix said, If you don´t count the spectrum A and maybe M (30% and 25% respectively), the other spectrum modules (20% and 15%) are not really that much better compared to 4x 50% modules, they are rather somewhat of a convenience thing, where you don´t need to care about changing modules each battle when playing casually.

No, only spectrum and armadillo modules protect you against terminator turret, and only from the critical damage.

There were no recent changes to the aforementioned rule, i.e. 2.1.5 Sabotage.
What changed in the latest Game rules update were rules 2.1.1 and 2.1.6 (courtesy and thanks to @Stratosphere for providing the info) :
These changes were made primarily as a response to the fradulent practices some players used to increase their stars count during the Youtubers war event.

@tank7 is right about the augments. I You can get these by opening containers (as a legendary reward), but they may also appear in the gold tier rewards of the fortnightly challenges.
