Once I've acquired the legacy where do I go to get it?

Seems no one is explaining this lunacy. Tanki makes every turret very expensive to acquire, especially when one pays for its full potential. To drastically lower its effect by 6 times is ripping off your players. Again Tanki, PLEASE EXPLAIN!

My complaint is the Shaft! It is now nearly unusable in Legend games. Its unbelievable slow recharge time has no logical reasoning! Please explain the change!
