the Jammer effect not really do anything, i mean it can just remove drone effects and overdrive for few seconds, but if i dont have overdrive and im using brutus then jammer is useless against me.. i dont have jammer augment to anything im just giving a tip, maybe you can do that if someone is effected by jammer then while hes still effected when he will use repair kit, the repair wont do immunity to fire/freeze/stun/ap/emp, this change could make jammer more useful and op.
