A ban from chat is different from an account ban, from chat you just can't talk for a limited time. To get your account banned you'd have to do some pretty bad things. But staff will often reset the account rather than banning it. Reset the rank, crystals, exp, garage. Any ban is on the account, not IP or machine. If you get banned in Canada, he'll get banned in the US. And same other way round.

From the screenshot (print-scrn) paste it onto a paint file or something, it really doesn't matter. From there save the file and open a browser. Go to the website "imgur" and upload from computer with the directory of where you saved the paint file with the pasted screenshot.
