Glitch or Hack?

At times I will be shooting at some one as the drive along and then they will jump back 5 or 6 tank lengths and start shooting at me. Another example is someone about to fall off the edge and then they will jump back to being right in your face.

 

So are these glitches or hacks?

Game guess tank location from last corresponding keystrokes so when lag occurs it just keep guessing they are still going that direction until the lag stops and new data is sent hence the circle dance when lagging completely out or those that just stand still.

Those are obviously speed hackers, meddling with the packets being sent. Flash Gordon is not supposed to be in the game.
