Where in the rules does it say that one cannot use images from Tanki? Jooe put a LOT of effort into the effects around the tank, and the person on the chair.

 

Don't criticize someone if you can't do better yourself.

This player has been aroun the russian community for long time, publishing steadily awesome works made by him, that you can find here. Hard to think that he cheated.
