Rebalance means the rebalancing of weapons/tanks; they will have other specifications, like tanks will be faster or slower, more or less HP etc. etc.

When the weapons are rebalanced, your garage will be refunded; it's not sure yet, but you will get the crystals back in your garage.

 

Also,

There hasn't been any official announcement of what exactly the re-balance will bring for us. The test server only has variants of what might come out of it. I don't see the point of even discussing it yet. And again its not a matter of choice, the re-balance will still take place. As it is clear that no one knows what the re-balance is so I don't see any reason to protest.
