No, the rebalance isn't anything you can actually see. The look of the hulls, turrets and paints isn't going to change, nor the graphics in the game. The only thing that is going to change is how strong and fast the turrets and tanks are going to be and how much protection each paint has.

 

The link you posted leads to a demo of Tanki Online 2.0 but that version was cancelled.

Don't buy thunder at all; It's going to be the biggest fail gun in the entire game after the rebalance.

Go straight for smoky and mammoth.
