Can't open a SIMPLE file

OK, forumers. I need your help in opening this simple 1.23 MB file. Problem is, "How do you want to open this file?" keeps popping up. I chose all the apps, but it won't even open. What is wrong with you, Windows 8! I even did a survey to unlock the download. I want my survey to be worth it. But, I can't even open it, I can't even install it, or save it. Weird thing is, I tried opening this in notepad and 1 million hieroglyphics showed up! Help would be appreciated.

1694 posts is a lot. That means much time has been spent at the computer. IF somebody has spent lots of time at the computer, then they should know one or two things about it.

 

I do know many things about the computer, but I can't figure out how to open a file in Windows 8.

I have Windows 8, but have not downloaded anything apart from Bandicam, which does not work... Either it is not compatible with Windows 8 or it's my laptop, I open the setup file and nothing happens. Maybe I should be getting what you're having, I haven't got a clue.
