are rules stupid?

You mean EULA...

It means that the User is obliged to independently check for any new features, not to act as a noob and ask stupid questions around the forum (like those guys that still talk about 2.0).

If you don't read news frequently, you won't be 'kicked' or something. But if you start flooding the forum with questions about something that got announced years ago, there is a chance for you to be banned, yes.

That's what point 1.5 means.

Clicking "Continue" button you accept "Rules" and "Terms of use"

But really, it never said that when I signed up. Or I was just really tired and didn't notice it.

When did you registered in the game? I can say that there was something in that register screen 4 years ago. More unfortunately, this doesn't even matter. Back then and now and forever EULA (Rules&Terms) clearly states:

These rules may be modified by the administration without prior notification. The user is obliged to check the rules for modifications no less than once every seven days (that is, on a weekly basis). If the user continues to use any of the game's services without checking with the rules, it will be assumed that he/she has familiarized himself/herself with the revised version of the rules and has agreed to abide by them.

Which means anything can change without you being noticed in any form and at the same time you are obliged to know about it. If you did not saw anything at register time maybe you should have checked somewhere else. Anywhere :). North Pole included. But now it's too late for you. You're one of us now .
