5% is not very great. That is 1/20 protection against Twins. Let's take Twins M2, it does 13-16 damage. Let's make it 15 damage. Now, let's round up... and the protection is...... 0.75 less damage against Twins! OMG! That is 14.25 damage compared to 15 damage! Look at how much that is!

 

Now, we shall take a look at that protection against Railgun! M2 is 92-140 damage! The mean of that is 116. We can round it to 120 for easier counting. Hornet M2 has 138 HP, and 80% of 120 is 96, 120-96=24. 24/2=12. In small hulls, it might somehow be so disoriented that 12 HP is a lot. But in hulls like Mammoth, 12 damage... is barely worth 40,000 crystals.
