cannot kill --cheaters?

two tankers were just grabbing flags and then following each other round to gain points. No amount of hits could kill either tanker and they even just sat there on my flagstand waiting for the other to plant the one he had just stolen on his own flagstand. They were just going around and around to gain the points from the flags.

These were basic tanks without any protective paint. They wouldnt even bother to shoot back. I shot one ten times with a second level Smokey at point blank and he just waited until a flag appeared and then crawled away.

How should I handle this? Report them as offenders?
