That is wrong. You've miscontrued Hazel-Rah's words.

65-87 is infact what Thunder's max MU damage will be. You can't MU in test before they've all already been done.

 

But alex, don't let that deter you from getting Thunder. The faster reload and the significantly better range should compensate. And Thunder protection paints will go down.
