Yes it can, but only on rare occasions, unfortunately. And that's not counting paints. With Wasp yes, however it gets difficult to kill when the Wasp gets to M2. Only 1-shot most of the time by an M3 Railgun. In all you either need to get the enemy to a spot where only you can aim for him, or Kill-steal.

railgun M1 does 80-120 damage, so it can hill hornet M0, hornet M1 (if you are lucky), wasp M1, hunter M0 and dictator M0, 

I mostly use Hornet M1 and a rail M1 needs 2 shots to kill me (have no paints); if he is able to get me before I shaft him (love to hit rails an istant before them, lateral hit so that they loose their target ...).

Oh yes it can. Done it before in Gallery map. An M1 Railgun's damage can also go up to 120, and an M0 Dictator has 105 health at M0 .. . . .

Sometimes it can't. A random number is selected between 80 and 120, which is why sometimes you can't even one-shot M1 Wasp.

 

Also, M1 to M2 damage goes up by only 20. . . Does that really make a difference?
