Actually IIRC, Rico did increase in power though not by a lot. Infact, barely by anything.

Rico has lost all his recoil, you can't even do a flip from a bridge.

I don't think rico has lost any recoil force, just that the parameters of the hulls were changed so doing flips or climbing walls is either impossible or harder.
