well,in Polygon are more thunders than rails,a big number of railguns are in Desert

Nah. At M0 it's weak, at M1 it's quite good, and M2-M3 is where it really shines. Rapid rate of fire, high knockback, powerful crits.

Popularity =/= effectiveness

 

Thunder is more popular since a great many people don't appreciate Smoky's knockback and crits. Thunder's also unlocked earlier and is cheaper than Smoky at M2 and M3. However, Smoky can be equally effective, and more so in some situations.
