No it is not. It is the weakest when you don't go into scope mode (if that's what you mean).

Shaft is most powerful after the entire bar is used up. So aim, wait as long as you can, and fire.

Wait for the yellow bar to disappear to launch/shoot the most powerful shot (in scope mode). If you charge the shot up to half way then you will inflict 1/2 the damage that would be inflicted compared to the damage a fully charged shot would do

Shaft is powerful in snipingmode,it gives you a chance to figure the hull's health,for example did you know if you charge the bar halfway you kill a hornet?
