How is damage per shot determined?

Can anyone explain this to me.  Why for example, does thunder m2 list its damage as 59-80?  I know some of that has to do with how far away you are when you shoot, but if thats the case then why when I'm right next to a hornet m2 with 138 Hp and no thunder protective paint, dooes it not die from two shots from my thunder m2 which should be putting 80hp per shot on it?  Even if it's supposed to be random amount of hp, you'd have to assume the median is 69.5 hp per shot, and two shots at that hp would STILL be a kill but it never happens.  It's always three shots.

Can anybody explain this phenomenon to me?

Now that I think about it, maybe X hp per shot is the total of the splash damage. So if you're shooting 2 tanks, you only take away 34.25 hp with every shot. Therefore if you're super close up, part of your shot splashes onto yourself and only 60 or less hp is taken away from the hornet. If this is true, the optimal distance to shoot is about 4 - 5 meters, where you don't harm yourself, and yet aren't diminishing the power of your shot over distance.

Of course this is probably just silly talk so don't take it seriously. It does make sense if you think about it though.

Certain weapons have more damage close such as thunder and smoky. not sure about rail but i also think it does more damage close. shaft u choose how much u want to deal. those are the 3  that are better close shaft is any length same damage

Might be because sometimes it's luck that determines the damage?

So far nobody that has answered appears to have any clue.  I hope somebody that knows will chime in soon enough.

And i have clearly answered it you have not read what i wrote. closer thunder is more damage it deals. same thing with smoky but with critical on smoky are a percentage of time maximum being 8%. 59 damage is for long range and 80 is for close range where you possibly are getting recoil from attack and can self destruct.

Sorry, but as  you can read from the OP he is close up, so what you said is probably wrong.

Think he's right. Either that or you have horrible luck.

Yeah, you answered my question... just incorrectly.  Thunder m2 does not do anywhere near 59 hp damage at far distances.  Its more like 30 hp or so.  And I clearly pointed out that I'm close when I shoot them, therefore within what should be the max damage zone so I should be getting closer to 80 hp per shot.  Even 70 hp per shot and hornet m2 should be dead with two shots and no thunder paint.  It doesn't make sense and I want an answer from a mod or consultant, or if they don't know either that means its a bug and it should be fixed.  Could explain why thunder isn't as good anymore maybe there is a bug.
