Until now it was just an obvious miscalculation of the rebalance designers. An understandable human error partially corrected by the subsequent adjustment of the powers of Freeze. Now with the help of the "professionals" the mistake is made into an official policy of disservice to the project and its community. Who knows whether that railgun user bought it on sale or had it before and is skilled with it? So, it's like your smoky critical, depends totally on luck whether that guy bought rail on sale or had it from long time. ninja posted.

NOT AT ALLLLLLL.  I love killing m2 hornet/rail combos... its very easy and fun.  You noobs don't realize that once you rank up to where other m2 and m3 weapons are unlocked, they kill rails fast enough between shots.  Rails usually don't even get a second shot off on me and when I'm wearing Tundra, that first shot usually only takes about 20 percent of my health IF they even are able to hit me, so.... no actually looking forward to it.
