Honestly the last image is the best. The blur is excessive and I don't think there is much of a reason to use it, unless you are trying to imitate movement.

 

Where is the lens flare coming from? It doesn't make much sense for light to come from the building.

I was afraid of that... If you know the Rio map well enough - which I don't, TBH - you'll know that there's a gap between the buildings.
