But in the spectator, I'm not really sure if that happens always with the spectator. that the PING doesn't count and will stay at 0. but some rare times when I was extremely lagging, the PING was 999 in the spectator.

Hey,

 

I remember quite a few people using this type of effect back in the day but is not as common as it once used to be. It is achieved by using a special plugin for Photoshop named Topaz Labs. After doing a quick research on it, I managed to find a small tutorial that goes over how one can achieve this type of effect using the same plugin mentioned above. 

 

I do apologize for not being able to provide an English version of this tutorial but this was all that was available, you can easily recreate the same effect by following the steps without having to hear the commentary.

I have never seen 999 Ping on my spec acc before lol. Even when I was mad lagging! :D

You can call it a portal, but making it blend with the picture is pretty difficult, I wouldn't recommend trying it until you get a little better at editing
