I Go To The Blender Website , Gone To Downloads Section And I Chose USA Mirror In The Installer Section Of 32 - Bit Package 
And Blender Installed

Now When I Open Blender , It Opens A Command Prompt , Then Suddenly The Blender Window Comes And Vanishes In A Second
