What requirements must a user have before you accept their friend request?

edit: I will on occasion request if I have had a good fight with some one. I like a good fight win or lose.

I only had one exception but I think I'll remove that one since I don't know that player and we never talk. I only accept as friends players who either through a first friendly chat we got on the right foot or if it's someone from my clan.
