Since it's a minor rebalance, not a refund - yes, none of your garage items will be taken away.

Secondly and most importantly it's about technical limitations, now it's impossible to give all the crystals back to all the players as easily as it was done the last time.

Because the developers moved to a new server platform.  It is now impossible to refund all of the crystals to all of the players as easily as they could before.  So there won't be a refund for the hulls.

"Technical limitations" without providing specific examples for exactly why it is impossible to redistribute crystals (which SHOULD be possible in a game that they made!) sounds like sheer avoidance of the problem to me. I hope I'm not the only one who is angry about all of this beating around the bush....

 

Anyways, besides all the excuse making, I'm pretty excited for what the future holds. Maybe the game might be a little more fun with new physics and micro-upgrades in place. Maybe.

For such a big kind of change in the game, you have to give a Re-Fund for sure! Couse some tanks became very bad (like mamouth).
