Ok, many kits have already appeared twice if not trice, and a M3 Dictator kit has yet to materialise. Should I abandon hope and quit waiting?

Yup, Dictator is the only bait to be hanged .
According to my Calculations , If you're a Staff or Have Well Financed Economy or A Buyer 
You can get all m2s in Rank of Captain by Using Kits.
You can get all m3s in Rank of Fieldmarshal by Using Kits.
Only Dictator is to be hanged of M3 .

There is Legend Kit available at your rank which has Rail M3 :)

 

I Think Getting Bulldozer and Medic Kits will give me Raiden + Isida and Cherry  :huh:

I bought Medic, and i was planning to buy Raiden but i found that the M3 Viking price won't be reduced from it's price, I got 300k now and am waiting for Legend or something
