Does the pic have to be on a desktop computer?

Or can it be anything?

No it does not have to be on a computer. It has to relate Tanki.

 

Also are we allowed to post on mults because that would be unfair to the players who only enter there main.(Mine is canadrules)

One player is allowed to enter with one account. You cannot use a mult and enter twice if that is what your inferring.

 

Why not just 1080x1920?

Regardless of its loss in popularity, the 1280x1024 its harder to work with because its smaller, making it more challenging.

They are announced separately. This was done some time ago in the Russian section. We wont compare them as it was previously done before the new graphics.

and while the russians do have more graphic designers, theirs arent necessarily better than our graphic designers

Yes kilobytes are smaller. Yes no taller than 1280 pixels and no wider than 1024. Posting a name on the same line as the pic? I guess you could do that. I don't understand your question. :3
