Edited his work as in a MAJOR change, in the WHOLE background. The initial background is still the same, he just added his name.

Can't tell if this guy used actual paints or he used an effect on Photoshop. Because if that was real paint, it'd be amazing, but I'm leaning more towards "he applied a Photoshop effect."

OFC it's a photoshop effect. Why would you draw a health bar on a tank and if he was that good he would have made the perspective of those 2 tanks a lot lot better.

he did, i know that background, he found it in devianart and used artistic effect in PS filters then he putted the tanks and put the same effect on them
