Thats because you messed up your own settings, my game didn't change when I turn of the lights.

I turned the dynamic lightning off as I don't like it, and all is fine for me now, same HD as before.

True, if they only added tracks to the old graphics that would be most realistic. The thing is, many of us know only how our current real life tanks look like. The old graphics were a representation of our current graphis but I've done some research and there was video of a future tqnk. So what we're seing in TO now is basically what we'll see in future of tanks in real life or they'll come to life in 22nd century, thought I like the way our real life tanks are now and to be honest and I'd like tanki to bring old graphics back and just add moving tracks to them.

Don't really get how your game could start looking like lower res.

The only thing that makes the picture blury is mip-mapping. Most likely it was disabled in your settings. Check them and if it is on, simply uncheck the box.
