Who knows whether he was telling a lie. Anyone can just say 'I hacked that' 'I hacked this'. And if you are sure that he is a hacker or if you want to report more then create a topic on the Violators section.

A solid proof is required. The image alone is not going to help.
And your screen does not meet the requirement. 

Screenshot requirements:
- Only with open battle chat (press “Enter” to open the battle chat)

- Only full screen (This can not be edited and must show the top toolbar with the nickname of the author. The player who reports the violation must be the author of the screenshot.)

- Screenshots must not be edited.

- Screenshots that are older than 30 days will not be considered.
