This is impact force. It affects the knockback of the twins plasma hitting you. The larger number, the harder the plasma hits.

Basically it's how hard you hit your opponent.

 

It's how hard your turret can push the enemy tank. Notice that Railgun's impact is like, 500. That's why it can send Wasps and Hornets flying, and force other tanks to turn or get knocked off balance.
