Dude I thought f drops the flag if you have one.

He means when first pressing "T" or "Enter" to type, and then pressing "F".

 

Now as for the original question - you can either add Russian to your installed languages, switch to it, and then hit "A" on your keyboard.

The other slightly longer alternative is to go to Google Translate, set the input to Russian, and typing "F" and then "Space", which will automatically convert it to Russian for you.

I know why you said this, but it's actually when they flood.  The symbol is an "F, they say "F" for flag and they also get banned for flood.
