In 3 days, the minimum rank to chat will go from Private to Staff Sergeant. The German community manager mentioned that date in a thread. That's if everything goes to plan, at least. It's fair to assume this will apply for the forum, too.

Maybe because their CM decided so.

Anyway, my point is not to mislead players like that, since there is no exact date on when the change will happen (and probably this is why it wasn't announced anywhere else). Noone said it will happen on 9th February, once it happens an announcement topic will be made in Devs news
