FPS fluctuation

I am having serious problems, I will be playing in a battle, 40 fps 150 ping, when all of a sudden my ping skyrockets and my fps goes down to 8. This only lasts about a second, but it happens frequently, and I miss a ton of rail shots, especially in xp. I have cleared my browser and flash caches, my setting are the lowest possible, even the skybox is turned off. This happens on both of my browsers, chrome and safari, anyone have and ideas?

Try turn off all the applications that work on background and delete all unnesesary plugins. By the way, if you are using wi-fi network, try to use ethernet. Sometimes wi-fi gets crowded and stops for some seconds

I've done all of that before, it doesn't fix it.

It still does this even with all other applications closed.

To use Ethernet, you need an Ethernet cable. It's given to you when you buy an ADSL cable. They look like phone cable, but they are not. Phone and Ethernet connectors look alike, but are different sizes and are not interchangeable. Connect it to your computer and ADSL modem.
