Yeah, basically. Also, you can't really relate to somebody in China (for example) as you can to someone in your own country. So basically for that.

Yes, also for tankers of different languages to hang out with people who speak their language.

 

Also, these "Clubs" can be used for tankers to play together, rank up together, you name it. :D

Well, the "culture" is very diverse. What state are you going to? Because I think in addition to the american culture there is a culture for each state. Not only for each state, but for each region. Not only for each region, but for each town. We're very weird...
