A rank up party is ranking up to the next rank together with your friends. For example: your friends are low of health, they make a line up and you kill 'em at once with railgun and by this way you'll rank up.

Check out the Clan section: Link. Your rank is very low, so is your garage. You might can better rank up a few more times and then come back to join a clan. Although in the future there will be a special server with everything M3 for everyone; so the future will give you a better possibility. For now you should check out the fourth league [Link] to find a clan. Also you can post an applications in this topic: How  to join a clan? Here you can find some more information about clans aswell.
