You can use any simple image editing tool, such as Paint, to add those in. They're not necessary, however - you could just put the pictures one after the other without the lines, if you like.

well i would like to add those yellow lines in cuz in contest they said you have more chance of winning if the comic is neat, by neat i mean it looks fancy

One of the judging points is 'editing quality'. This basically means that rather than writing all over a picture using a paint-brush tool, speech bubbles and typed text would be a good idea. I can assure you, however, that you will not gain any extra marks for putting in those yellow lines. Being neat is not the same thing as being fancy; and the most important parts are definitely 'humour' and 'originality'.

So, to answer your question:

- If you do not know how to put the yellow lines in, don't bother - they won't get you extra credit.

- If you do know, then you might as well - though again, focus more on the actual 'humour' and 'originality'.

I hope this provides a decent answer.

Once again, the even more lovely block of text. Also, please use the original topic when discussing the contest.
