Let me tell you a story:

Few years ago, Me and my friends were going to school by subway. Suddenly, my friend found a SIM on the ground and showed it to us. We realised that it way one of that expensive luxury SIMs and the number was "0502222123"!!! My friend took it. Although we warned him that the owner of SIM could find you and complainn about you, he didn't listened to us and started using it. So, we decided to horseplay with him. Two days later, using a number that he didn't know, we called him and said we were police. Our conversation was like that:

Me: Hello, we are calling from police, could you please tell us your name and surname?

Him: I am ******, is there anything wrong?

Me: Sorry, but I am asking questions. Where did you find that number?

Him: What do you mean? My dad gave it to me.

Me: Don't lie, we know how did you get it, your friends complained about you. The owner of SIM is dead and you have killed him!

Him: I swear no, I found it on the ground (he was crying).

Me: Don't lie and don't try to leave home, we are going to arrest you. If you try to escape, you will stay "inside" longer.

Him: I swear it wasn't me.

Me: But you have the number and the owner is dead.

Him: (crying so hard) I swear no, please no it wasn't me.

Me:Shut up, I am already busy enough.

Next day, we told him it was a joke. Unfortunately, he was doing judo, so he got angry and attacked us.

So, I wouldn't take it.

He was crying so hard and scared so much.

If the iPhone has a SIM I'll try calling recently used numbers.

I'd turn it on, check the Contacts, and call someone who the owner obviously knows quite well - then they can tell the owner where to collect it from. I say that because I was actually in this situation a few years ago... And who knows, the owner might offer you some money for finding their phone (which is what happened with me, though I didn't take it).
