Yes, you will be able to use it. There is no need for a specific rank. In case you want to play there, you can play and get ranks. Only thing that you can't do is chat.

I'm pretty sure they ask you to put main account's name. If you are accepted, they will let you know in email where you probably gonna answer some more questions. I still am not sure about anything. It's totally new thing.

What they asked me was where do I want to have spectator, on which account. And I got a warning from them that if I use it for any other purpose, I will have to deal with punishment [i don't know which].
