Weird and twitchy tanks - hacked or secrets?!

I have seen tanks move across the screen very "twitchy-like," as I call it. :huh:
Their tank movements range from:
 
1. Small jumping around from while moving in one location
2. Huge jumping around while moving in any direction
3. Suddenly reappearing several feet away
4. (Several times I have seen) Warping across the other side of the screen in a split-second with their tank.... now that's just bull!! :angry:
 
I am wondering how these people upgrade themselves to do so all that, or if they are hackers. I have messaged these players while in battle about how in the heck they upgrade their vehicles to do those things..... no response back to me yet regarding this!

The description in green happens to me when I have lag, So,its probably lag,
