Try to refresh 5-10 times, it will work. The server doesn't allow you to enter because more than 2500 players in a server cause lag.

test server is not for everyone.TO will open it for common players to check new updates when new updates are there

Just keep on refreshing. Sometimes, the players on the server are more than shown, for example; in real the players are 3000 but the server shows 2500. This is so because the server you are seeing has not received updated information, just enter a server and keep refreshing. At a moment you should be in, if you can't; the server has been closed.

Test server isn't always open to the public, but when it is, it's very crowded. Loads of players are trying to join the test server at the same time to test new updates before they get officially introduced into the game itself. That's why the maximum capacity is being reached the whole time when test server is open. Unfortunately this results in difficulties to join the test server. The only thing you can do is refreshing your page and with some good luck you'll finally manage join the test server.
