Sergeant with M1 combo?

So I was playing a battle today and a player with m1 railgun and hornet joined our team, they were only a sergeant with gear that wasn't available until warrant ranks but before I yell "hacks!" I know that there have been kits in the past that allowed you to get gear before you had the rank for it. So, is this hacks, a kit that is no longer available or some special reward from an event?

Maybe he brought it before the kit was not longer available ( been too long, I dont even know if the turret kit is still available) but if he did, then he will have those turret for ever

seems weird because there isn't a kit with Hornet-rail M1 at sergeant

When the new kits were launched, there was a glitch because of which the 'Tornado' kit was available from gefreiter for a day. Maybe, he bought it then.
