Well, seeing as the yellow reload bar quickly goes down and then back up after every shot, technically it DOES have a reload speed, but it is SUPER low.

Yes, but if it don't have a reload speed, that means it's 0... but it's 0.33 in fact.

Dude, the yellow bar is the reload bar. Since it dips to 0 then back to full super quickly after every shot, that is a small reload time. If there was no reload, it would be just a line of blue (or whatever color depending on the modification). He checked the actual Tanki stats. It even says there 0.23 seconds.
